Students from Spain, France and Switzerland came to Russia to study at the programs of the Institute of Public Administration and Civil Services

The academic year begins and, traditionally, IPACS accepts foreign students from partner universities. This year, students from Spain, France and Switzerland will study at the Institute.


In the last week of August, six foreign students came to Russia: Alexander Regne came from France where he studies at the Institute of Political Studies (Aix-en-Provence), Gemma Garcia Aparici, Jose Luis Fanjul Aragones and Carlos Martínez Maldonado are students of the University of Valencia, Ferran Fuhet Alvarez represent the University of Salamanca, and Eva Vila Sanchez study at the Autonomous University of Barcelona, Spain. Arthur Jean Maurice Trottet studies at the International Management School Geneva (IMSG).

Alexander Regne

Здравствуйте! My name is Alexandre, I am 20 and I come from Aix-en-Provence, in the south of France. I study international relations, political sciences, economics and geopolitics at Sciences Po Aix.

I have always been interested in Russia and its role in the world. This is why I have chosen Moscou and the RANEPA as my destination for my Erasmus.

Later, I would like to work in international relations with a focus on Russia. I am looking forward to learn more about it and discover this amazing country this semester!

Gemma Garcia Aparici

Hi my name is Gemma, I’m from Valencia, Spain, I’m 24 and I study Business Administration.

One of my passions is traveling, that’s why I’m so happy to be in Russia, I’m sure it will be an amazing experience to know other cultures, and meet people around the world.

Ferran Fuhet Alvarez

Привет! I am Ferran, although most of my friends call me Ferry. I come from a town nearby Barcelona. I study Global Studies in the University of Salamanca and I am very glad I have had the chance to come to Russia since it’s a country that I have always willed to explore. I expect to meet many different people from whom I can learn plenty of things!

Jose Luis Fanjul Aragones

Здравствуйте! My name is Jose and I’m a 22-year-old Spanish student of Law and Political Science. I consider myself a friendly, motivated and emphatic person looking forward to meet new people. I love jogging, hanging out with my friends and reading. Russia has always interested me because of its incredible average of cultural and ethnic groups and the paper which has played over the world’s history. In addition, one of the topics I preferred the most about international affairs is geopolitics so, in which place is better to learn about it than Russia? Language, culture, territory and people. Those are the different things I would like to discover during my exchange here in IPACS and Moscow.

Carlos Martínez Maldonado

Hello, my name is Carlos Martinez, 21 years old and I am from Spain, concretely from Valencia a beautiful city with a sunny weather. My plans for this year are learning Russian, discover this huge city, learn a lot and obviously and the most important thing having fun.

About me I am very extroverted I love to talk with different people and discover new cultures, also I love to travel to different countries, the last year I couldn’t came to Moscow due to COVID so I went to live to Bulgaria and Poland, a huge adventure! Also I love watching sports and playing them.

Eva Vila Sanchez

Hey! I’m Eva and I am an international student from the Autonomous University of Barcelona. I have studied my bachelor in International Relations in London and Paris and I am look forward to being in Moscow for the next year.

I love dancing, politics and travelling.

I am hopeful for a future in diplomacy!

The IPACS InterClub students actively help our foreign guests from the first days of their stay in Russia. For IPACS InterClub students it is not difficult, since everyone speaks two foreign languages and can help in any situation from documents peculiarities and ending domestic questions. It is a valuable experience for IPACS InterClub students as in a couple of years’ international contacts establishing will become an integral part in their professional life.

The Institute of Public Administration and Civil Services is always happy to accept students from different countries and tries to create an atmosphere of mutual understanding and friendship. We highly appreciate our extensive relations with foreign universities and foreign representatives in Russia and look forward to further fruitful cooperation in various fields.
