Description

 

The IPACS Center for Electoral Technologies announces recruitment for the professional retraining program “Election Campaign Management“.

Information partner of the program: magazine “Our power: affairs and persons”.

  • Tuition fee: 120,000 rubles
  • Form of study: intramural, remote participation in real time is possible
  • Duration of the program – 252 academic. hours, incl. 96 hours of contact work
  • Training period: 11/16/2020 – 04/24/2021

The document issued upon completion of training is the RANEPA Diploma of Professional Retraining.

MODULE 1. STRATEGY OF THE ELECTION CAMPAIGN

Module topics:

  • Political Consulting in Russia: History and Current State
  • Diagnostics of the socio-political situation in the region
  • Development of an election campaign strategy, program documents
  • Election headquarters: formation, organization and control of work
  • Formation of a supporter base: control of collection, strategy of “mobilization” of supporters
  • Preparation and organization of mass events, rallies, meetings with voters

 

MODULE 2. WORKING WITH THE MEDIA, IMAGE AND COUNTERPROPAGANDA

Module topics:

  • Image: characterological characteristics of the candidate
  • Political advertising: content and visualization of campaign products
  • Technologies for shaping public opinion. Working with the media, social networks
  • Digital technologies and political marketing
  • Political advertising: content and visualization of campaign products
  • Taking into account the cultural, ethnic and historical characteristics of the region when forming the candidate’s image

MODULE 3. FINANCIAL AND LEGAL ASPECTS OF THE ELECTION CAMPAIGN

  • Crowdfunding and fundraising in the election campaign
  • Preparation of documents for the nomination of a candidate
  • Preparation of documents for registration of a candidate
  • Collection of signatures: legal and organizational aspects. Bayes’ theorem paradox
  • Case “Errors in collecting signatures”
  • Development and use of campaign materials: legal aspect
  • Development and use of campaign materials: legal aspect
  • Election Day: Working with Election Commissions
  • Election Day: Appointment and Work of Observers, Members of Election Commissions with a Consultative Vote
  • Election day: control of the supporter base and exit poll
  • Case: “Judicial Defense”

 

Competences and advantages

 

Training under the program will allow:

  • to study the modern Russian and foreign experience of election campaigns;
  • learn to remotely diagnose the personal characteristics of opponents in order to predict their behavior;
  • form effective personal strategies of political positioning;
  • develop successful campaign strategies and plans for their implementation;
  • competently carry out information and analytical, legal, financial support of election campaigns, effectively carry out campaigning and organizational work.

Levels and criteria for the formation of groups of program participants

  • First level: a group of trainees with experience in organizing election campaigns, candidates and current elected officials.
  • Second level: a group of listeners who have no experience of participation and organization of election campaigns, but with experience in different areas.
  • The third level: a group of full-time bachelors and masters who entered the magistracy after the bachelor’s degree. For a group of the third level – 20% discount.

Additional program features

  • Possible modules of training abroad: “Foreign experience of election campaigns” (1–2 weeks in France, Spain). After successful training in the program, a Certificate is issued.
  • Built-in training modules are possible: foreign experience in positioning and promoting regions (target audience – organizers of regional elections).
