A meeting of the National Board of Business Education Quality Assessment (NASDOBR) was held at the Gaidar Forum
The open meeting of the National Board of Business Education Quality Assessment (NASDOBR) “Year 2018 in review, new tasks on quality improvement of business and managerial education” was held in the framework of the first day of the X Gaidar Forum.
The moderator of the discussion was Sergey Myasoedov, Vice-Rector, Dean of the Institute of Business Studies, RANEPA, Vice-Chairman of the Presidium of NASDOBR. Sergey Myasoedov stressed the special importance of improving managerial and business education in Russia.
Alexander Zhukov, Chairman of the Presidium, told about the results of NASDOBR activities in 2018 and the new tasks of the organization: “It is impossible to separate business or business education from management education. Public and municipal governance is also a critical area. In the most developed countries of the world, experience in the training of managers is becoming more extensive. The most successful career of leading managers of the world is built by zigzag – from working in public authorities to managing international commercial projects.”
Igor Bartsits, Director of the Institute of Public Administration and Civil Service, RANEPA during his speech noted that the program “Specialist in public and municipal management – Master of Public Administration (MRA)” had recently attracted increasing interest from the point of view of training efficient and competent specialists to work in government bodies, and the updated standard of “National criteria and requirements for the general content and conditions for the implementation of programs of the Master of Public Administration (MRA) level” submitted for approval by the Presidium had been adapted and brought into full compliance with foreign requirements.
Over the past five years, NASDOBR has gone a long way to form its own management education model. At the end of the last year the testing system for teachers of directions of public and municipal governance and management has been completed. The system showed a high degree of objectivity, which helped to reveal many personal and professional reserves of participants.
Close international cooperation opens many new horizons for NASDOBR. In particular, in the last year, agreements were reached on the steps for unification within the framework of the MPA state and municipal management program.
Sergei Kravtsov, Head of the Federal Service for Supervision in Education (Rosobrnadzor) touched upon the key areas of cooperation between Rosobrnadzor and NASDOBR in his speech: “It is very important to note the relevance of teaching evaluation, and we are moving in this direction. We support both the proposals and the work of NASDOBR, especially in view of the fact that in 2016 NASDOBR was accredited by Rosobrnadzor as one of the leading subjects of development of education in the field of management.”
“Recognition of the qualifications of experts was one of the key factors for creating an international accreditation system in the field of management,” noted in his speech Taco Brandsen, Secretary-General of the EAPAA.
Ilya Sheburakov, Dean of the Faculty of Evaluation and Development of Management Personnel of RANEPA told about the results of creating a system for independent testing of professional knowledge and skills of teachers in management disciplines. “Over the last year and a half we have been dealing with the issue of evaluation of teachers of management disciplines. We tried to maintain existing practices and complement them with new practices, which helped to create an optimal complex of interaction.”
In his opinion, the quality of management education is steadily increasing, and NASDOBR makes a significant contribution to this. The development of MBA programs allows expanding opportunities for the development of small and medium-sized businesses.
Sergey Myasoedov drew attention to the possibility of including NASDOBR in the development of national management standards and formation on the basis of association of the Council for Professional Qualifications (SEC) in the field of management. He also expressed confidence that it will be possible for NASDOBR to work in this direction.
The participants of the meeting noted that the creation of the Council will be one of the main directions of work of the NASDOBR in 2019. They also concluded that management education has been steadily improving its quality, and, as a result, the quality of management personnel is improving.
