A webinar was held at the IPACS Presidential Academy for civil servants of the Syrian Arab Republic Ministry of Administrative Development
On March 7th, the Institute of Public Administration and Civil Service of the Presidential Academy hosted a webinar “Fundamentals of the public administration system and directions of administrative reform in the Russian Federation” for civil servants of the Ministry of Administrative Development of the Syrian Arab Republic.
Natalya Shafinskaya, head of the International Development Department of the Presidential Academy, delivered a welcoming speech. She emphasized:
“The Syrian Arab Republic and the Russian Federation are actively increasing cooperation. Earlier, the rector of the Presidential Academy, Alexey Komissarov, held a meeting with the Ambassador Extraordinary and Plenipotentiary of the Syrian Arab Republic to Russia, Bashar Al-Jaafari. As part of a productive dialogue, the Syrian side expressed interest in training SAR civil servants in the programs of the Presidential Academy. The draft agreement is being agreed upon by the Syrian side. The webinar held for SAR civil servants plays a key role in the implementation of various projects and initiatives aimed at improving the skills and management competencies of Syrian civil servants, considering all the ongoing changes in the administrative sphere of the SAR, as well as strengthening friendly relations between our countries.”
Then acting director of the Institute of Public Administration and Civil Service of the Presidential Academy Ruslan Korchagin greeted Syrian colleagues. In his speech, he thanked his colleagues for organizing the webinar, as well as for the interest shown on the Syrian side. In a report on the topic “Current trends in the development of the public administration system in the Russian Federation,” he noted:
“One of the key trends in this cooperation is the exchange of experience and the transfer of best practices in the field of administrative management. Russia, with its rich experience in public administration, can provide valuable knowledge and methodologies that will help the Syrian side improve its administrative system. Another important trend is the introduction of modern technologies into administrative practice. Digitalization, e-government, the use of IT solutions in management – all this is becoming an integral part of the development of public administration and can bring a new level of efficiency and transparency to the work of government bodies.”
Tigran Zanko, acting Deputy Director of the IPACS Presidential Academy, Director of the Research Center for Public Administration and Civil Service, at the webinar told the Syrian side about the basics of the public administration system in Russia, focusing on issues such as features of territorial organization, building a system and structure of executive authorities, legal support public administration.
“One can note the significant interest of Syrian civil servants in studying the experience of the Russian Federation in organizing and improving the activities of public authorities. Such meetings help to increase the level of interaction between employees of the two countries, and make a significant contribution to the development of comparative research in the field of public administration of both countries,” – noted Tigran Zanko.
Alexander Kochegura, professor of the Department of State and Municipal Administration, Vice-President of the Asian Public Administration Association (AAPA), also gave a report on the topic “Implementation of administrative reform in the Russian Federation: prerequisites, priorities, implementation tools and results.” He noted that among the positive changes that have occurred in the public administration system thanks to the reform, one should first highlight the improvement in the quality and accessibility of public services, the reduction of the administrative burden on business, the introduction of modern information technologies, the expansion of dialogue with citizens and the increase in the transparency of many processes.
