The Presidential Academy and the Higher School of State and Government Personnel of Cuba will create joint training programs for the public administration systems of the two countries

“We are aimed at expanding interaction between our educational institutions by attracting interested faculties and branches of the Presidential Academy to cooperation with the Higher School of State and Government Personnel Training, primarily in order to provide more opportunities for training Cuban civil servants in Russia,” stated Vice-Rector Polina Nemirovchenko.

Rector of the ESCEG Delgado Fernandez Mercedes noted that “over the years of cooperation, more than 400 civil servants of the Republic of Cuba were trained within the framework of advanced training programs developed by the Institute of Public Administration and Civil Service (IPACS), educational and cultural events were also held jointly with IPACS, including Cuba Weeks in Russia, which became a platform for experts from the two countries to discuss trends in the development of competencies of civil servants”.

The Counselor of the Embassy of the Republic of Cuba expressed his readiness to assist in promoting these programs and noted the importance of cooperation between the Presidential Academy and the Higher School of State and Government Personnel Training (ESCEG) in strengthening interstate relations. “For the Embassy of the Republic of Cuba in the Russian Federation, one of the priority areas is to strengthen ties not only between organizations operating in the political and economic spheres, but also between educational institutions,” said Marcos Felix Lazo Viltres.

During the visit, Ms. Fernandez met separately with the acting director of the Institute of Public Administration and Civil Service of the Presidential Academy Ruslan Korchagin, who shared plans for the implementation of new projects together with Cuban colleagues: “We thank our colleagues of the Republic of Cuba for their fruitful work, the implementation of successful projects, as well as for the friendship between our educational organizations. We, all together, are doing one big thing to develop the potential of educational projects in the system of training government personnel for the benefit of interaction between our countries.”

Elena Kireeva, Dean of the Faculty of Personnel Management and Public Service, IPACS RANEPA, emphasized: “We have a long-term relationship with ESCEG on a number of projects for training personnel in the public administration systems of the two countries. We are seriously focused on expanding interaction to provide our Cuban colleagues with a broader platform for practical development of the knowledge that students will receive as part of our programs. Ms. Fernandez outlined in her speech the task of assessing the professional competencies of employees and studying the moral foundations of official activity. The faculty’s programs involve specialists with experience in this field, and we are ready to share this experience with foreign colleagues.”

Maxim Prokoshin, Deputy Dean of the Faculty of State and Municipal Administration of IPACS RANEPA, Director of the Effective Public Administration program, noted the following: “We were able to discuss the potential possibility of academic exchange and practical training for students of the Effective Public Administration program.” The study of foreign experience should make an invaluable contribution to the formation of the competencies of a modern manager. In turn, the Cuban side was interested in studying the financial and legal mechanisms in public administration in Russia. A preliminary agreement was reached on the implementation of the course “Modern trends in the development of effective public administration in Russia” for civil servants of Cuba.”
