Russian-Cuban expert week of the ISSU Presidential Academy of RANEPA: specialized lectures from experts of the Presidential Academy of RANEPA

On December 19-20th, within the framework of the Russian-Cuban week of the Institute of Public Administration and Civil Service of the Presidential Academy RANEPA, specialized lectures were held from experts of the Presidential Academy of RANEPA for colleagues from the Higher School of State and Government Personnel of the Republic of Cuba as part of the Russian-Cuban expert week of the RANEPA.

The format of expert lectures is conducted for Cuban colleagues on an annual basis at the request of the Higher School of State and Government Personnel of the Republic of Cuba. In 2023, the key topic was the direction of state and municipal services, namely the technology of systemic assessment of government personnel.

Ruslan Korchagin, acting Director of IPACS of the Presidential Academy of RANEPA, noted:

“IPACS of the Presidential Academy of RANEPA has been holding the Russian-Cuban expert week for the fifth year. This year, our cooperation was marked by the visit of the rector of the Higher School of State and Government Personnel of the Republic of Cuba, Mercedes Delgado Fernandez, to the Presidential Academy RANEPA. During the visit, we discussed several areas for deepening interaction in the Russian-Cuban dialogue. We highly value our friendship with our Cuban colleagues and consider joint initiatives an invaluable contribution to the development of the strategic partnership between Russia and Cuba. I am confident that further deepening of partnership contacts in this area will open up even more opportunities for the Academy’s scientific staff and students.”

Ilya Sheburakov, Dean of the Faculty of Assessment and Development of Managerial Personnel at the Institute for Personnel Development of the Presidential Academy RANEPA, presented a scientific report on the topic “Practices for assessing management competencies and applying assessment results to solve various problems.” The speaker shared with colleagues key information about the importance of management competencies for different levels of management, focusing on research and justification for the use of models.

The report was made by Maxim Prokoshin, Deputy Dean of the Faculty of State and Municipal Administration of the IPACS Presidential Academy RANEPA, director of the “Effective Public Administration” program on the topic of effective management of public finances and highlighted in detail the Russian experience. In his report, the speaker explained how the state budget is formed at different levels, how the process of its spending and control takes place and answered questions from listeners.

Elena Kireeva, Dean of the Faculty of Personnel Management and Public Service of the IPACS Presidential Academy RANEPA, spoke on the topic “Competitive procedures in public authorities.” She spoke about the process and methods of evaluating competitive procedures, also mentioning the criteria for selecting documents by the competition commission, and also prepared accompanying materials for her colleagues that will be used by Cuban colleagues for subsequent work within the framework of the competition commissions.

The report of Konstantin Nosachev, Deputy Director of the Information Technology Center of the IPACS Presidential Academy of RANEPA, Associate Professor of the Department of Informatics of Applied Mathematics, expert of the Presidential Academy of RANEPA on digitalization of public administration became practical for Cuban colleagues. The speaker spoke about ecosystems of digital platforms, new management methods, as well as the challenges of digital transformation faced by managers. “Digitalization of public administration: ecosystem of digital platforms and new management methods.”

The final presentation was the expert report of Tigran Zanko, Deputy Director for Research, Director of the Research Center for Public Service and Management of the IPACS Presidential Academy of the Presidential Academy RANEPA on the topic “Topical issues of organizing the executive power system in the Russian Federation.” In his speech, the speaker paid special attention to the unified system of public power in the Russian Federation, and also spoke in detail about the theoretical foundations and practical aspects of the work of executive authorities.”

Based on the results of expert reports, Cuban colleagues noted the significance of the experience gained and the value of knowledge that will be used in the further work of government authorities of the Republic of Cuba.
