Deputy Chairman of the Federation Council Konstantin Kosachev spoke at the Academy

At the site of the Presidential Academy, a lecture was held by the Deputy Chairman of the Federation Council of the Federal Assembly of the Russian Federation, Konstantin Kosachev, which opened a new series of events within the framework of the project of the International Cooperation Department “School for Foreign Affairs Newbie” of the Institute of Public Administration and Civil Service (IPACS) of RANEPA.

The guest was introduced to the audience by acting Director of IPACS Ruslan Korchagin. He thanked the Vice-Speaker of the Federation Council, who is the Honorary Chairman of the “School for Foreign Affairs Newbie” project, for the fact that the senator actively supports the youth international initiatives of the Institute and the Presidential Academy.

Konstantin Kosachev’s speech was devoted to the topic “Features of the current stage of development of international relations.” The speaker highlighted three foreign policy alternatives that Russia has faced in the process of developing its statehood in recent decades. In his opinion, one of them was to resist the Western world in every possible way, proving its right to existence and development.

“We followed this model within the framework of the Cold War and the bipolar world. The second lasted from the mid-80s to the mid-90s. We made serious unilateral concessions, counting on reciprocal steps from the West. This was a conscious move away from confrontation to close cooperation. The third alternative is institutional multipolarity. I think that now we have consistently approached its implementation. Russia has become involved in the active construction of structures that would institutionalize multipolarity on a fundamentally different basis,” noted Konstantin Kosachev.

During a conversation with the “School for Foreign Affairs Newbie” participants, the Vice-Speaker of the Federation Council spoke about his vision of future formats of meetings within the project:

“I would propose to create next meetings of the “School for Foreign Affairs Newbie” on topics that will help find answers to the questions that are currently being asked, have priority position in world politics, and require intellectual expenditure. We can devote our next meeting to the issue of existing contradictions in international law: the relationship between the principles of territorial integrity of states and the right of nations to self-determination.”

Student participants shared their impressions of the open lecture.

“For me, as a student of foreign regional studies, it was important to listen to an open lecture from Konstantin Iosifovich. This helped me expand my knowledge about modern Russian foreign policy and find out what events in the past could contribute to what is happening now, what challenges our country faces, and ask the guest of honor questions that interest me about international relations,” said the first-year student in the program “Analytics and Consulting in International Relations (with advanced level of foreign languages)” IPACS Ulyana Ershova.

“The meeting with Konstantin Iosifovich Kosachev became one of the most exciting and interesting during my studies at the Presidential Academy. The topic he told us about was truly relevant and useful for us, students who are studying international relations. The idea and implementation of a multipolar world will not soon leave our minds. I am grateful that Konstantin Iosifovich answered our questions in detail and clearly expressed his opinion about the foreign policy situation. I’m looking forward to the next meeting, but in a more open format, with the opportunity for dialogue and discussion of pressing political issues,” shared Karina Satyrova, a 2nd year student in the program “Management of the International Projects and Programmes (with advanced level of foreign languages)” IPACS.
